The National Offshore Wind Power Equipment Quality Inspection and Testing Center (National Quality Inspection Center) is located in Yangjiang, Guangdong. It was approved by the National Certification and Accreditation Administration in June 2018 and was constructed and operated by the CGC Certification Center with a total investment of 300 million yuan. It is the only national level public inspection and technical service platform for offshore wind power equipment in China. The National Quality Inspection Center obtained authorization from the National Certification and Accreditation Administration in January 2021 and officially put it into use.
The National Quality Inspection Center covers an area of 73000 square meters and has established a complete equipment laboratory, a full-scale blade laboratory, and an in-service unit inspection laboratory. It has formed a full life cycle inspection and testing service capability in the field of offshore wind power equipment, from raw materials, key components, complete machines to in-service units. The full-scale blade laboratory is currently the world's largest testing laboratory capable of conducting full-scale structural tests on 150 meter blades. It has five 20MW level blade full-scale structural test benches and can carry out full-scale blade testing projects including blade quality, center of gravity testing, blade modal testing, static testing, fatigue testing, stiffness testing, and lightning protection wire resistance testing in accordance with international standards.
The National Quality Inspection Center focuses on the development needs of offshore wind power, promoting the quality improvement and technological innovation of China's offshore wind power equipment through professional testing, research and development, data analysis, and talent cultivation, and assisting in the healthy and sustainable development of the offshore wind power industry. At the same time, we will promote upstream and downstream collaboration in the industrial chain, participate in the revision of international standards, strengthen international cooperation and exchange, introduce supporting services such as finance and insurance, and gradually build ourselves into an internationally leading and globally renowned innovative public service platform for offshore wind power equipment.
